Welcome to the Oscar Kilo website (our site). Please read these Terms & Conditions carefully before using our site. 

These terms of use, together with the documents referred to herein, inform you of how you may use our site. Use of our site includes accessing, browsing or registering an account to use our site. 

Who we are and how to contact us 

The National Police Wellbeing Service (NPWS) was launched in 2019 to provide support and guidance for police forces across England and Wales to improve and build organisational wellbeing. It is an evidence-based, sector-specific service which has been developed for policing, by policing, and is designed to meet the unique needs of police forces, officers and staff. Our Oscar Kilo login area allows users working within UK policing (i.e. with a police.uk email address) to access extra resources.  

The best way to get in touch is via our contact form. We aim to reply within two working days. Please note the inbox is not monitored 24/7, but we will aim to reply within two working days.

Definitions 

The following definitions apply: 

  • ‘College, we, us, our’ – the College of Policing 
  • ‘NPWS’ – National Police Wellbeing Service  
  • ‘Content’ – the services, products, resources, information, content and materials on Oscar Kilo 
  • ‘Force’ – any police organisation using Oscar Kilo. Typically, this would be a police force, but also includes other policing organisations 
  • ‘Users, Registered Users’ – all individuals with active and enabled user accounts who are entitled to access and use the products and services available on Oscar Kilo 
  • ‘You’, ‘your’, ‘yourself’ – the person, whether or not a representative of a company or organisation, at whose request access to our site is granted on these terms 

Changes to these terms 

We may revise these terms of use at any time, by amendment, and it will be your responsibility to check from time to time to take notice of any changes we make, as they are binding on you. 

Changes to our site 

The content on this site may change at any time. However, please note that any of the content on our site may be out of date at any given time, and we are under no obligation to update it. 

We do not guarantee that our site, or any content on it, will be free from errors or omissions.  

Using our website 

The Oscar Kilo website is maintained for your use and viewing. Access and use by you of this site constitutes your acceptance of these terms and conditions. This acceptance takes effect from the date on which you first use this website. If you do not agree, please do not use the website. 

The login area of the site is for users in the UK only. We do not guarantee that content available on or through this site is appropriate for use or available in other locations. 

Your account and password 

By registering an account on our site, we grant you a licence to use the site through a generally available web browser, mobile device, or authorised application. Users must create accounts to access the login area. This is unless they already have access, in which case only one account is needed for each user. The user account requires manual input when supplying your information. Privileged user accounts are set up by Oscar Kilo administrators and are subject to approval and access controls.  

The profile you create when you click ‘create account’ will become part of our site. Administrative users of the site can view your email address, username, first name, last name and phone number however, we are not permitted to do this for any other reason than to resolve technical issues. The other profile data fields, including month and year of birth, sex, length of service, force, rank, and role, are accessible to administrative users in pseudonymised form only, and are used to produce aggregated statistical reports. Apart from the account information that you provide and license to us, the profile is owned by us. However, you agree that you will:  

  • Keep your password secure and confidential 
  • Not allow anyone else to use your account 
  • Not use anyone else’s account 
  • Keep your account information up to date. 

We reserve the right to change your password at any time if we have reason to believe that there has been, or is likely to be, a breach of security or misuse of your password or account. You are responsible for anything that happens on or through your account. This applies until you either close it or prove to us that your account’s security was compromised for reasons that were not your fault. 

If you know or suspect that anyone other than you know your account use identification code or password, you must notify us promptly at: 

We may, at our sole discretion, refuse to register a User or to limit access to all or part of our site to certain Users, or terminate the membership of a Registered User without providing reasons for doing so. For security purposes, we regularly review and remove accounts that have been left unused for over 12 months. 

Levels of user access 

Access to and the use of some parts of our site, including content, may be restricted to registered users or selected registered users only.  

Force leaders can control access to their forces’ Blue Light Wellbeing Framework, and can manage the roles Force Leader, Force Member and Peer Reviewer, all of which have different permission levels relating to their role. 

College and NPWS administrator users have the highest-level access rights. This allows them to upload and change existing website content, create user accounts when required, assign roles and approve access requests, view any reporting, and generally amend the configuration of the site. 

Availability of our site 

We will use reasonable endeavours to ensure that our site is accessible 24 hours per day on an "as is" and "as available" basis. We give no warranties or guarantees that our site will meet particular levels of availability or functionality. 

We expect to provide updates to our site, and to perform routine maintenance from time to time. These may involve a small period where our site is unavailable.  

In the event of unscheduled or emergency maintenance for security or any other reason, our site may be unavailable for a period with no advance warning. 

We shall be entitled to subcontract the performance of all or part of our site and its support activities in order to comply with our obligations under these terms. 

Viruses 

We do not guarantee that our site will be secure or free from bugs or viruses. 

You are responsible for configuring your information technology, computer programmes and platform in order to access our site. You should use your own virus protection software. 

You must not misuse our site by knowingly introducing viruses, trojans, worms, logic bombs or other material that is malicious or technologically harmful. You must not attempt to gain unauthorised access to our site, the server on which our site is stored or any server, computer or database connected to our site. You must not attack our site via a denial-of-service or other attack or a distributed denial-of-service or other attack. By breaching this provision, you would commit a criminal offence under the Computer Misuse Act 1990. We will report any such breach to the relevant law enforcement authorities, and we will co-operate with those authorities by disclosing your identity to them. In the event of such a breach, your right to use our site will cease immediately. 

Linking to our site 

You may link to our site, provided you do so in a way that is fair and legal and does not damage our reputation or take advantage of it. 

You must not establish a link in such a way as to suggest any form of association, approval or endorsement on our part where none exists. 

You must not establish a link to our site in any website that is not owned by you. 

Our site must not be framed on any other site, nor may you create a link to any part of our site other than the home page. 

We reserve the right to withdraw linking permission without notice.
